cannot
this
city
have
a
"town
clock"
reliable
and
true,
that shall
keep
time
and
give
it
away
also,
so
that
every
one
may
know
how
the
hours
are
passing?
At
present
we
have no
one
reliable,
generally
recognized,
regulated
and
regulating
time-piece,
up
to
which
the
citizen
may
look,
or
for
which
he
may
listen
and
know
by
the
answer
it
gives
to
his
inquiry,
the
exact
moment
of
time
on
whose
verge
he
is
standing.
At
present
there
are
a
number
of
clocks
and
time-pieces,
in
church
towers,
in
the
City
Hall
in
Court
rooms,
in
the
windows
of
jewellers
and
else-
where,
to
which
one
may
apply
should
he
have
let
his
own
watch
run
down,
and
wish
to
start
it
again
on
the
track
of
the
right
mo-
ment.
But
if
he
does
this,
his
watch
will
agree
with,
probably,
no
other
time-keeper
in
the
city.
We
can
trust
none
of
them.
We
venture
the
assertion
that
no
two
of
them
agree,
and
some
of
our
recognized
authority
clocks
vary
five
minutes
or
more,
as
the
dif-
ferent
bells
and
whistles
testify.
If
there
were
one
good
reliable
time-keeper,
that
should
count
out
certain
hours
through
the
pleasant
ringing
of
a
bell,
so
that
all
and
every
one,
whether
wearing
a
time-keeper
in
his
pocket
ur
not.
would
know
the
hour,
it
would
be
a
blessing.
At
present
we
have
no such
Mess-
ing,
because
we
have
no
such
certainty,
un-
less,
perhaps,
we
make
a
journey
to
some
careful
marker
of
Time's
flight,
some
dealer
in
clocks
or
watches,
and
obtain
the
time
as
we
would
a
pound
of
tea
or
a
box
of
apples.
The

the

and
there
is
a
general
demand
for
his
political
and
military
scalp.
The
Chicago

to
know
whether
his

There
is
one
question
connected
with
our
criminal
trials
that
should
not
be
allowed
to
pass
away
from
public
attention.
It
should,
on
the
contrary,
be
made
prominent,
dis-
cussed
and
made
familiar
until
a
sentiment
shall
be
created,
or
aroused
against
the
gross
evil,
and
our
law-makers
take
it
in
hand
and
find
a
remedy.
It
is
that
enormity
of
legal
practice
which
allows,
or
rather
requires,
in
some
instances,
innocent
parties
to
be
arrested
and
consigned
to
"the
Tombs,"
the
commit-
ting
Magistrate
as
well
as
Sheriff's
and
Polioe
Officers
knowing
at
the
time
that
the
party
is
innocent;
and,
even
that
no
charge
had
been
or
is
contemplated
to
be
preferred
against
him.
In
same
eases
the
plea
is
that
he
will
be
wanted
as
a
witness
to
testify
against
some
one.
He
may
be
a
stranger
in
tbe
city,
may
have
by
mere chance
seen
the
perpetration
of
some
violation
of
tbe
law,
and
unable
to
give
bail
in
a
large
amount,
is
sent
to
jail
to
await
the
dillatory
movements
of
tbe
Courts
and
the
convenience
of
Judges
and
attorneys.
Meanwhile
he
is
consigned
to
tbe
prison,
in
common
with
thieves
and
murderers,
and
any
other
description
of

man who

been
nibbed
of
fifteen

twenty
dollars

complaint,
and
was
thereupon
thrust
into
jail,
and
confined
as
if
a
thief
or
murder-
er,
for
nearly
three
months,
in
order
to
have
him
"handy
in
the
house,"
should
the
fellow
who
robbed
him
ever
come
to
trial.
And
such
are
not
isolated
oasea.
The
natural
result
is
obvious
enough.
No
person

this
practice
is
likely
ever
to
give
information
in
the
interest
of
justice
if
he
isto
be
rewarded
with
imprisonment
for
his
worthy'
intentions.
Provided
he
be
able
to
give
bonds
for
his
ap-
pearance
on
the
trial
he
may
do
so,
but
many
then
are
so
situated
that
they
cannot
give
bonds.
And
who
is
there
so
patriotic
that
he
will
take
the
chances
of
months
of
imprison-
ment
in
order
to
bring
punishment
to

If
such
provision
of
law
be
neces-
sary
in
the
interests
of
good
government,
at
least
comfortable
quarters,
out
of
the
roach
and
influence
of
criminals,
and
associatiori
with
them,
should
be
provided
for
their
en-
forced
imprisonment;

when
discharged,
something
more
than
a
miserable
penny-con-
tribution
as
compensation
for
this
legal
tyranny

OUR
PACIFIC
COAST
ATTRACTIONS
The
truly
grand
and
sublime
scenery
of
California
is
becoming
known
and
appreci-
ated
throughout
tbe
civilised
world.
Tourists
meet
again
in
tbe
Yosemite
who
last
met
on
the
continent
of
Europe,
sad
in
comparing
notes,
universally
accord
the
most
praise
to
our
magnificent
scenery
as
excelling
that
of
Europe.
The
continued
increase
of
the
num-
ber
of
visitors
arriving
overland
is
proof
of
the
fact
that
not
only
our
scenery
worth
the
journey
and
expense,
it
is
also
becoming
well
known
that
our
climate
is
the
best
in
tbe
world
for
invalids.
Hence
we
see
a
steady
increase
of
pleasure-seekeers
and
invalids
coming
from
all
points
seeking
pleasure
and
relief
here
where
nature
has
been
so
bountiful
It
is
fast
becoming
fashionable
to
"do
Cal-
ifornia,
"and
when
that
point
is
reached
it
will
tax
two
lines
of
overland
railways
to
pro-
vide
transportation
during
six
months
of
the
year.
But
to
hasten
on
this
event,
would
it
not
be
well
to
inquire
how
California
can
fa-
cilitate
and
aid
the
matter?
It
is
undenUble,
that
the
facilities
for
reaching
the
many
points
of
interest
here
are,
to
say
the
least,
very
primitive,
and
generally
laborious
to
pleasure-seekers.
It
is
all
well
enough
for
old
stagers
to
taik
about
roughing
it,
but
Brown
and
Jones,
from
Madison
avenue,
don't
hanker
after
that
kind
of
pleasure.
They
want
to
see
what
is to
be
seen,
and
do
it
with-
out
punishing
themselves
or
their
fam-
ilies.
Suppose
we
appropriate
$500,000
or
$1,000,000
to
open
new
routes
to
the
wonders
of
California
scenery
we
say
new
routes
because
the
hidden
grandeur
of
our
State
must
be
made
accessible.
The
whole
range
of
the
Sierras
is
full
of
the
grandest
natural
scenery
in
the
world.
In
El
Dorado,
Amador
and
Calavens
counties,
hundreds
of
mountain
lakes
lie
nestled
among
the
lofty
summits,
teeming
with
mountain
trout,
and
surrounded
by
the
snow-
capped
"Alps
of
America,"
with
scores
of
magnificent
waterfalls,
beautiful
valleys
shaded
by
the
monster
trees
everywhere
found
in
the
Sierra
Nevada
mountains.
Who
that
does
not
remember
the
pleasure
of
a
stage
ride
across
the
mountains,
via
Plaoerville,
before
the
completion
of
the
Pacific
Bailwsy,
a
ride
of
one
hundred
and
twenty-five
miles
over
one
of
tbe
finest
wagon
roads
ever
built,
and
well
sprinkled
the
entire
distance
during
the
dry
season
?
With
such
a
road
leading
into
the
Yosemite
Valiey,
the
travel
would
increase
a
hundred
fold,
and
the
trip
there
would
be
one
of
real
pleasure,
enjoyment
and
comfort.

a

stand

fatigue

million
dollars

the

good
roads
leading
to
oar
beautiful
mountain
scenery
of
lakes,
forests
and
valleys,
we
would
add
the
first
season
ten
thousand
tourists
to
the
number
now
visiting
our
ooast
from
the
East,
with
a
like
increase
yearly.
Two
hundred
dollars
is within
the
estimate
of
what
each
visitor
would
spend
here
in
the
State.
As
a
profitable
investment
there
is
no
denying
the
proposition.
Let the
experiment
be
tried
by
the
State
appropriating
$100,000
to
be
used
under
the
supervision
of
our
Slate
Yosamite
Commissioners,
to
con-
struct
a
good
read
to
the
valley,
and
we
pre-
dict
that
the
collection
of
a
light
toll
of
one
cent
per
mile
for
vehicles
would
pay,
and
more,
for
all
necessary
management,
watering,
repairs,
etc.
There
would
be
thousands
of
our
own
people
who
would
take
advantage
of
these
facilities,
and
with
their
own
teams
take
their
families
to
see
this
famed
valley
of
which
they
have
heard
so
much
but
never
have
seen.
Millions
of
money
are
yearly
appropriated
by
State
and
Municipal
Governments
in
the
Atlantic
States
to
lay
out
and
improve
public
grounds
and
parks.
The
Legislature
of
New
York
has
enacted
a
law
under
which
Commission-
ers
are
now
acting,
authorizing
the
laying
out
a
State
Park
in
the
Adirondack
region.
The
tract
selected
by
the
Commissioners
coven-
831,000
acres,
and
is
located
on
the
extreme
morthern
borders
of
the
State.
The
destruc-
tion
of
our
magnificent
forests
throughout
the
Sierras
is
still
in
active
operation,
and
it
is
only
a
question
of
a
few
years
more,
and
our
grand
old
forests
will
be
thing*
of
the
past.
How
it
can
be
prevented
is
to
ask
Congress
to
set
apart
such
tracts
for
National
Parks
as
shall be
recommended
by
State
Commissioners,
and
by
this
means we
may
preserve
for
ourselves
and
our
children
some-
thing
of
the
original
beauty
of
our
natural
scenery
before
vandalism
destroys
it.
Con-
gress
did
a
good
thing
when
a
National
Park
Eeservation
was
made
of
forty
miles
square
of
the
famed
Yellowstone
Valley.
It
be-
comes
us
to
take
prompt
action
if
we
wish
to
utilize
that
which
Nature
has
so
beautifully
and
bountifully
spread
